I am visiting Bhutan in April. 1. Do you need a min no of people to enter (We're 3)? 2. Can you plan own trip without any tour package? 3. How good & reliable is public transport? 4. Is it better to hire car or use public transport?

No minimum number of people are required. Better to plan your own trip. Bhutan is a easy to travel country. I will suggest you hire a car . It will be more convenient . You can get down on your way anywhere you want to click pics or take a break

It is always better to hire a car but the route roads are very bad so its quite an uneasy travel but a budget travel.
