Peak Season is from November to February. Although people visit Egypt year round, these months are the traditional tourist season as the temperatures down south in Luxor and Aswan are pleasent and Nile Valley is balmy.
Shoulder Season is from September to Novemebr and the months of March and April. The temperature is not too hot yet and the northern parts like Cairo and Saqqara are still cooler.
Off Season ranges from May to August, when the afternoon is is intolerable, the desert is viciously hot and the pollution in Cairo is at its worst. During these months the best place to visit is either Alexandaria or the coastal towns of Sharm El-Sheikh and Dahab.

Tourist visa for Egypt can be obtained from the Embassy of Egypt in New Delhi and the Consular office in Mumbai. Unlike many other countries, Egypt has not outsourced its visa work to a private agency like VFS or IFS. A single entry Tourist visa for Egypt cost Rupees 1,900. You can get the visa in 2 to 3 working days. It is valid for 90 days however, a tourist can stay only upto 30 days from the arrival date in Egypt.
If you are travelling in a group of 10 or more people, and have a letter of invitation from a certified tourist guide in Egypt, then you can apply for a visa-on-arrival. However, such Visa are mostly obtained by travel companies and for group packages.
