Recently I visited Philippines and I am sharing my experience about visa on arrival for Philippines. This is my small effort for those who want to travel Philippines . Here some things take care for visa on arrival for Philippines.
Condition for visa on arrival :-
Indian nationals who wish to visit the Philippines for tourism purposes may be granted visa-free entry into the country in any port of entry (major international airports and secondary international hubs (SIHs), as well as in seaports by passengers on board cruise ships/vessels) for an initial authorized stay not exceeding fourteen (14) days, provided they possess the following:
1.) Either a valid (used or unused) American (US), Japanese, Australian, Canadian, Schengen, United Kingdom, or Singaporean multiple-entry visa or permanent residence permit.
2.) An Indian passport valid at least six (6) months beyond the date of departure from the Philippines;
3.) Return or onward ticket to the next country of destination; and
4.) No derogatory record with the Philippine Bureau of Immigration.
The fourteen (14) day, visa-free entry may be extended by an additional seven (7) days with the Philippine Bureau of Immigration for a maximum stay of twenty-one (21) days but is non-convertible to other visa categories.

Points to keep in mind while visa on arrival for Philippines
As indian we can get Singapore multiple entry visa easily due to that I recommend basis on multiple visa of Singapore go for Philippines visa on arrival.
It is not necessary that you have to exit and entry from Singapore. You can directly fly to Philippines if you have Singapore visa but you must have strong travel history and u must visited Singapore before current trip.
If you have fresh passport or no travel history please don't fly directly to Philippines . In fresh passport case one should go Singapore 1st stay there minimum 2 days than fly to Philippines .
Make sure you have all hotel booking vouchers so that you can show to immigration officer.
If you going to other country from Philippines you must have visa of that country ( if that country not giving visa on arrival ) .
Some of question asked by Philippines's immigration officer
1) why you come here ?
2) why you not take Philippines visa ?
3) where will you stay ?
4) howmany days you will stay in Philippines?
5) what is your work in India ?
6) do you know anyone in Philippines ?
They can ask any question . Here I mentioned question they asked me .
