Goa has always been the place Westerners have travelled to looking for a good time. Over time, the land has gradually become synonymous with complete freedom and counter-culture. Many a foreigner hippie have fondly added memoirs from Goa in their diaries from those days of the yore, and the culture has passed down to current times, resulting in Goa hippies becoming the flag bearers of a new age.
After the annexation of the state by the Indian Army in 1961, the state government assumed control of the land. The end of the Portuguese regime did not, however, mark an end to the visit of foreigners in Goa. It only ended up increasing the number of legal/illegal visitors looking to have a good time on the pristine beaches. Because the Indian economy was in a disarray at that time, everything came really cheap in the state and the govt. never really tried to control the influx of hippies because it was good for the economy as a whole. This whole circle of things gave birth to a relatively free culture on the coastlines of the east.
Today we may not come across actual Goa hippies with real agendas in Goa, but there was a time when it was very common to spot them there.
