Both are the good options..As per my personal experience..Goa will cost you approx 15k and pondicherry 5k..Still it depends from which place you are travelling. Goa price is inclusive of my flight ticket

Pondicherry is a better option for a budget solo trip. the place won't overwhelm you and you can explore it at your own pace. Goa is too big a destination to cover solo in one go.
