Yes for sure! I recently visited goa with my friends in july and i had the best time there. Accomodations, flight tickets, car/bike rentals are all very cheap as compared to the peak season and goa is at its best during monsoons. You can see lush greenery everywhere you go. Less crowded beaches is a cherry on top.

Goa in monsoons has a different charm altogether...it rains almost daily but the upside is that hotels are cheap, bike/car rentals r cheap...the best thing is that you can do river rafting on the Mhadei river...that will be a lifetime experience and it is open only in the monsoon season
Yes, you can. monsoon is off season to Goa, that's why you can enjoy beaches with very few people. you can get cheaper hotels in monsoon. but there is 1 ISSUE. and issue is that probably you can't enjoy water sports.
Definitely you can and you should. The Goan weather in monsoons is just amazing. It gets even more pleasant if you can enjoy the roadside tea and pakodas during heavy rains. Goa turns green and beautiful.
You most definitely can. The monsoons are gorgeous in Goa. If solitude and some peace is what you're looking for, then monsoons are the best time to be in Goa, as this season doesn't see much of the tourist crowd considering you won't be able to step out much of your hotel. Off-season would also mean cheaper hotels and lower tariffs for water sports, but if you have an itinerary or places to check of your list, then you might want to avoid the Goa monsoons.
Goa is usually less crowded during Monsoons and thus, it becomes economical for a trip but at the same time, beaches of Goa are more enjoyable during the summers !
