I have been to Manali 3 times. Once in late November, then again in February and once in June. It was absolutely wonderful at all the three time, only the level of cold changed with late November being the coolest, February okayish and June was the most pleasant weather. Dear fellow traveler From Mid May to the end of June is the best time to visit Manali so you can also cover the Rohtang Pass and Hampta Pass. But this is also the peak time in Manali. So their is so much crowd in Manali also. And if you want to witness the snowfall than January is the best time to visit.
